You said "under license" and I thought, huh, why can't the Americas just pirate the technology? And then I thought: has a real-world nation ever gone to war over a violation of intellectual property? It seems vaguely plausible: some essential technology that's building a nation's wealth through licensing to other nations, and then some rogue state comes along and starts making illicit copies and refuses to stop....
